2.Toolkit for Comprehensive Capacity Building Programme (CCBP) – Admissible Components

The Capacity Building (CB) programme has two components:

  • Component one deals with capacity development of ULBs for strengthened urban management, and
  • Component two deals with creation of supporting structures and mechanisms at State and Central level to facilitate capacity building of ULB
  • Component 1: Capacity development of ULBs for strengthened urban management

  • ULB Level
  • i. Establishment of City Reforms and Performance Management Cell (RPMC) in 375 cities
  • ii. Office administration support (purchase of office equipment for 375 RPMC cities)
  • iii. CB support for preparation of Integrated City Plans for the City and the appurtenant peri-urban area including CB plan (for 375 RPMC cities)
  • iv. Preparation of business cum financial plan for projects ( identification of projects & including sources) systems for asset management and value creation and putting in place fiscal tools for revenue enhancement (for 375 RPMC cities)
  • v. Training programmes residential/ non-residential for staff and elected representatives of all ULBs (based on TNA of ULBs).
  • vi. Studies including impact assessment and documentation of best practices
  • vii. Development of IEC materials (fund is limited to 375 cities, but the materials can be accessed by all ULBs)
  • Component 2: Creation of supporting structures and mechanisms at State and Central level to facilitate Capacity Building of ULBs

  • State Level
  • i. Establishment of State Reforms and Performance Management Cell (RPMC) in 31 States/UTs
  • ii. Strengthening of ATIs by establishing Urban Management Centre (UMC) to support the training needs of States and ULBs
  • iii. Preparation of State CB strategy & CB plan by RPMC
  • iv. Preparation of Training Modules
  • v. Training Programmes (residential & non- residential)
  • vi. Undertaking Workshops/ Seminars/ Consultations (National/Regional/State)
  • vii. Research Studies, Case Studies, Evaluation Studies, Training Modules and documentation of best practices
  • viii. Development of IEC materials for knowledge dissemination
  • ix. Exposure visits for staff and elected representatives of ULBs, State and parastatal staff.

  • i. Establishment of National Urban Resource Network (NURN)
  • ii. Trainings Programmes including ToT programmes & international trainings
  • iii. Preparation of Training Modules
  • iv. Workshops/ Seminars/ Conferences
  • v. International exposure visits
  • vi. Research Studies
  • vii. Development of IEC Materials
  • viii. Internship programme
